So this will continue to get very serious consideration by the competition committee." That sort of proposal would require "Yes" votes from 24 of the 32 owners.     BEREA, Ohio -- Brian Hoyer spent a long, merciless winter in Cleveland rehabbing his right knee so hed be ready for the day he could run on the field again. Hes never worked harder at anything in his life. The Browns are his team, and have been since he was a little kid. And now that hes back -- not 100 per cent, but getting there -- the homegrown quarterback, whose promising 2013 season was cut short after only two starts by a serious injury, isnt about to let go of his dream of leading an NFL team without a fight. Im trying to go out and prove it to these new coaches and all I can really ask for is a chance and I think Ill get that. Six months after surgery on a torn anterior cruciate ligament, Hoyer participated in Clevelands first voluntary minicamp practice Tuesday to rave reviews. It was a significant step for the 28-year-old, who showed poise and potential in winning his first two starts before he was injured while sliding at the end of scramble against Buffalo. Hoyer was sharp during the portion of practice open to media members. He didnt show any limitations while making cuts, and displayed nice footwork while firing pinpoint passes. If not for the brace on his right knee, there would have been no evidence Hoyer had been hurt. Following the indoor workout, Hoyer was upbeat and somewhat relieved. "It was awesome," he said.     JACKSONVILLE, Fla. - The rebuilding Jacksonville Jaguars are hoping to get several instant starters in the NFL draft. They could be at just about any position — except quarterback. Although owner Shad Khan said the team would draft as many as two signal callers, general manager Dave Caldwell made it clear that none of the quarterbacks in this years draft is ready to step in and play right away. Not even for Jacksonville, which already has made Chad Henne the starter for 2014. "I think the majority of this (quarterback) class has a ways to go," Caldwell said. The Jaguars have the third overall pick in Thursday nights first round — selecting in the top 10 for the seventh consecutive year — and 10 choices thereafter. With a roster still being overhauled after winning just six games over the last two seasons, Jacksonville would prefer to trade down from No. 3 and garner even more picks. If not, the team likely will address an area of need, possibly selecting versatile Buffalo linebacker/defensive end Khalil Mack or dynamic Clemson receiver Sammy Watkins. Jacksonville signed Seattle defensive ends Chris Clemons and Red Bryant in free agency, and re-signed defensive end Jason Babin, but all of them are at least 30 years old. Mack would fit perfectly in Jacksonvilles hybrid Leo position and give second-year head coach Gus Bradley a young pass rusher to potentially become the centerpiece of his defence.     MONTREAL -- It seems that New Jersey Devils veterans Jaromir Jagr and Martin Brodeur still have some good hockey left in their 41-year-old bodies. The future hall of famers stole the show at the Bell Centre on Tuesday night, with Jagr moving into seventh place in all-time goal scoring and Brodeur stopping 29 shots as the Devils downed the Montreal Canadiens 4-1. "We talk to each other a lot about certain things," Brodeur said. "I think we have a lot in common about what our careers brought us. "Its nice to relate to a guy. Its been a while since Ive been able to do that here in New Jersey because we had so many young guys. Its been fun to watch him play. Its pretty impressive what hes accomplished." Jagr tied the game at 17:23 of the first period with his first goal in 11 games and his 14th of the season. But more importantly, it was the 695th of a career that began in 1990 with the Pittsburgh Penguins. That moved him past Mark Messier into seventh place all-time in goals.
